There is no such thing you can't help, you can't adopt or foster maybe, you can't chip in and sponsor, ok, you can promote, you can support by being a volunteer, making dogs happy, play with them, take them for walks, so when people fall in love they have a social not a wild dog..

And this is not a job for the vet but if no one else can... she's not going to mind doing it, it's just her time would be better spent according to her skills :)
